Belt Wrestling is the sport recognized in the
world by UNESCO and its route starts from the Central Asian Countries
and presently more then 76 countries are the member of IBWA and many
others have already applied for membership.
The rules of competitions are the same as follows by the IBWA.
І. Principle of Belt Wrestling and
the Methods of Holding the Competition
a. The Principle of Belt Wrestling
It is permissible to carry out sprints, backheels, underminings,
dumping and active covering from the position standing in a hold
with two hands for a belt of the competitor.
b. Methods of Holding Competitions
1. Competitions are being carried out by the system with leaving the
place of competition by the participant after his first defeat.
2. The participants of the competition who have been defeated in the
semi-final fights, take third places.
3. Competitions on belt wrestling for the wrestlers of the given
weight category are being carried out within one day.
Note:In those cases when simultaneously
with the official competitions on belt wrestling the competitions on
one of the people’s kinds of fights take place, belt wrestling
fights are being carried out at first.
The Executive Board of the AJJBWF takes
separate decision on the program of the Championship or Asian Games.
ІІ. Participants of the Competition
c. Admission of the Participants to the
Competition
1. The persons of male and female sex are admitted to competitions
by submission of the National Associations.
2. All legal responsibility for technical and physical preparation
of the sportsmen declared for participation in the competition are
being borne by the National Associations.
d. Age of Participants
1. The participants of the competition are being divided for the
following age groups:
Young participants - 12-13 years;
Youth - 14-15 years;
Cadets - 16-17 years;
Juniors - 18-20 years;
Adults - 21 years and elder.
2. The age of the participants is being
determined by January, 1 of the current year.

Note: The participants have the right to
compete only in that weight category in which they have been
declared by their National Association.
f. Weigh-in of the Participants
1. Weigh-in the participants is being carried out by the Referee
team authorized by the Refereeing Commission of the IBWF. The
structure of the Referee team consists of the representative of the
Refereeing Commission of the IBWF, the secretaries of the
competition, the Judges attached to the participants and the
physician in quantity sufficient for carrying out of the weigh-in of
participants during the period established by the regulations of the
competition.
2. The official weigh-in of the participants is being carried out in
the day previous to the date of the competition, and lasts for one
hour. One hour prior to the official weigh-in the participants
should be given the right of preliminary weigh-in on the scales on
which the official weigh-in will be carried out.
3. Men and women are to be weighed in separate, specially equipped
premises for the procedure of weigh-in. Weigh-in of the sportswomen
is being carried out by the Refereeing team and other persons
participating in the procedure of weigh-in of the participants,
exclusively ladies.
4. For carrying out the weight-in the organizers of the competitions
should provide for at least two sets of scales (for official and
preliminary weigh-in) with an error of 50 g maximum.
In the course of the official weight-in the participant has the
right to be weighted on the scales on which weigh-in is being
carried out only once, however at the request of the participant (in
the presence of the representative of a team) the Judges can admit
preliminary weigh-in on the official scales (maximum once). Official
weigh-in is to be fixed in the protocol.
In case of insignificant overweight the participant is authorized to
take off all clothes and to be weighed repeatedly being naked. The
given case will be considered as official weigh-in, but at the same
time the participant has no right for adjustment of weight and
should climb the scales officially.
5. The participants who have not passed the procedure of weigh-in
within the time stipulated by the regulations of the competition are
not admitted to the competition.
6. The results of weigh-in should be registered in the protocol.
Note: If there are a lot of the participants of the competition and
they can not be weighed on one scales within one hour, weigh-in is
being carried out on several scales or the participants are being
divided by weight categories and weigh-in is being carried out step
by step, and weigh-in of the participants of one weight category
should not exceed the time stipulated for the official weigh-in.
I. Rights and Duties of the Participants
1. The participant is obliged to strictly observe the rules,
regulations, the program of the competition, and also to carry out
all the requirements of the Referees.
2. The participant has the right to address to the Referees only
through the representative of the team, the coach or the manager.
The participant who has arrived to the competition without the
representative is considered to be the captain of the team and can
address to the Referees independently.
3. The participant who for any reasons can not continue the
competition is obliged to inform about this fact the secretariat of
the competition immediately through the representative of the team.
4. The participant is obliged to support the high level of personal
hygiene:
5. The dress/uniform should be clean, dry and without an unpleasant
smell;
6. Nails on hands and feet should be short-cut;
7. Long hair should be tied up in such a way so that not to cause
discomfort to the opponent.
Note: Any participant who does not meet the
requirements of §7 is being deprived off the right to participate in
the competition and victory is awarded to his opponent.
J. Uniform of the Participant
1. The uniform of the participant will consist of a suit (a jacket
of dark blue or green colour, the white trousers, a special belt)
and special sports shoes for wrestling on soft sole. The
requirements to the suit:
1. The suit should be made of a cotton fabric or a similar material
and be in good condition.
2. The jacket should be of approximately such a length so that to
close the hips up to the middle.
3. Sleeves of the jacket should reach approximately up to the elbow
bend.
4. The trousers of white colour should be wide enough, have the
maximal length up to the ankle-joint, minimal - up to the point
located by 5 cm higher than it.
5. The Strong special belt of red color of the width of 6-10 cm
which corresponds to the title of the sportsman is being put through
the cuts and tied in double flat node at waist level so that there
was an opportunity to make a hold. The length of a belt should be
such that after its tying the ends of 10 - 20 cm should be left.
6. Female participants should put on a strong sports shirt under a
jacket with short sleeves of white or almost white colour which is
to be tuck in the trousers.
2. The following marks are admitted on the
uniform of the participant:
>The State Emblem on the chest from the
left, the maximum size - 100 sq.сm.;
>The trademark of the manufacturer of the uniform from the front or
at the bottom of a jacket and from the front at the bottom on the
left trouser-leg, the maximum size - 25 sq. cm;
>Marking on the shoulder (colours of the National flag, symbolism
of the club, etc.) from a collar over the shoulder along the sleeve
from both sides of the jacket with a length up to 20 cm and width up
to 5 cm;
>An abbreviation of the country - participant (on the back side of
the jacket).
Note: Control of conformity of the uniform
of the competitors to the established requirements and tying the
belt is being carried out by the Referee in the presence of the
participants.
If in the course of a fight the uniform of
the participant becames worthless and (or) does not correspond to
the present requirements, the Referee should demand from the
participant its replacement for the proper one within the shortest
time. The coach sitting on the chair near the edge of the carpet
should have the reserve uniform for the participant.
K. Representatives of the Teams
1. Each team participating in the
competition (if it is stipulated by the regulations) should have the
representative who is the head of a team and the intermediary
between a Refereeing Assembly and the participants being presented
by the given organization.
Note: If the team has not a representative
his duties are being fulfilled by the coach or the captain selected
from among the participants of the given team
2. The representative is responsible for
discipline of the sportsmen of the team and observance by them of
all requirements to the participants of the competition.
3. The representative takes part in a draw.
4. The representative is forbidden to interfere in the orders of the
Referees and the persons holding the competition.
5. In the course of the competition the representative should be in
the specially allocated place.
6. The representative can not be simultaneously the Referee of the
given competition.
REFEREEING COMMISSION
Structure and Powers of the
Refereeing Commission
1. The direct management of holding the
official competition is assigned to the group of representatives of
the Refereeing Commission of the Asian JuJitsu Belt Wrestling
Federation.
2. The group of representatives of the Refereeing Commission of the
AJJBWF is responsible for organization and holding the competitions
according to the Statute/bye laws of the AJJBWF. Its orders are
obligatory for the participants, Referees and representatives.
3. The Refereeing Commission on presentation of the Organizational
Committee of the competitions appoints the Refereeing Assembly of
the competitions.
4. The draw is being carried out under direct supervision of the
representatives of the Refereeing Commission of the AJJBWF.
5. The Refereeing Commission holds the meetings of the Refereeing
Assembly before opening of the competitions, after completion of
them for summing-up, as well in those cases when it is required in
the course of the competitions.
6. The Refereeing Commission of the IBWF is empowered:
>To cancel the competitions if by its opening the place of holding
the competitions, equipment or inventory appear to be unsuitable;
>To stop holding the competitions or to arrange a temporary break in
case of availability of the reasons interfering the normal holding
of the competitions;
>To discharge the Referees who have made gross errors or who do not
cope with the execution of the duties assigned to them;
>Not to admit to the competitions the participants who by their age
or sports qualification do not meet the requirements of the Rules or
Regulations of the given competitions;
>To remove from the competition the participants who have committed
roughness or other offence;
>To discharge the representatives who committed roughness and have
entered into arguments with the Referees and the participants in the
course of the competitions.
Note: The Refereeing Commission has no
right to alter the stipulated conditions of holding the competitions
established by the Regulations.
L. Refereeing Assembly
1. The structure of the Refereeing Assembly
of the official Asian competitions comprises:
>A Refereeing Assembly serving the fights of the participants which
is being formed of the Judges of the International categories
certified by the AJJBWF;
>The Refereeing Assembly serving the competitions which is being
approved by the Refereeing Commission of the AJJBWF and is
subordinated to it.
2. The Refereeing Assembly serving the
competitions consists of the Judges of not inferior to the National
category on submission of the Organizing Committee holding the
competitions. The Organizing Committee of the AJJBWF should make
sure of their careful preliminary training.
The Refereeing Assembly serving the competitions consists of:
2.1 The Chief Judge,
2.2 Deputy Chief Judges (by one Judge more than the number of the
mats),
2.3 The Chief Secretary and his assistants on separate mats,
2.4 Secretaries,
2.5 The Judges registering the Qualifications,
2.6 The Judges - timekeepers,
2.7 The Judges attached to the participants,
2.8 The Judge-informer
2.9 The physician and the nurse
Note: The Judges - timekeepers, the Judges
keeping minutes, secretaries and other technical staff should be at
least 21 years old, should have the experience of the Judge of the
National category for at least 3 years and should know well the
Rules of the competitions.
2.1. The Chief Judge supervises the
activity of the Refereeing Assembly of the competitions.
2.2. Deputy Chief Judges supervise the work of the Judges, the
secretary, the Judges-timekeepers and the Judges registering the
rating.
2.3. The Chief Secretary keeps the minutes of the meetings of the
Refereeing Assembly, protocols of the competitions, determines the
order of meetings on circles, provides for competition by the
judicial documentation, draws up the orders and resolutions of the
Chief Judge, supervises the activity of the secretaries.
2.4. The Secretary keeps the minutes of the competitions on his
carpet, writes down in a judicial note the ratings and punishments
in the course of a fight which are being declared by the Judge on a
mats. The Secretary should be well informed of the marks and signals
which are used for conducting wrestling.
2.5. The Judge registering the Qualifications, records on an
indicator board all technical actions and punishments which have
been announced to the wrestlers by the Judge on a carpet. If the
Judge registering the Qualifications doubts that this very wrestler
has undertaken the technique, he is obliged to specify this from the
Judge on a mat.
2.6. Two Judges- timekeepers take part in Judging the fight: one of
them fixes the time of the fight at the electronic indicator panel,
the second - on a hand stop watch. The Judge - timekeeper fixing the
time of the fight starts and stops a stop watch at the commands of
the Judge on the carpet and upon expiration of the time of a fight
informs the Judge of this by loud beep noise.
Note: In case of absence of an electronic
panel the Judge fixing the time of a fight lifts a red flag at the
moment of stop of a watch by command of termination of a fight and
lowers it when again switches on a watch by command to continue a
fight.
2.7. The Judge attached to the participants
is obliged:
>Before the beginning of the competition to check presence of the
participants of the given day of the competition and conformity of
their clothes to the requirements of the present rules and
regulations on competitions;
>To tie a belt according to the Rules of the competitions of the
AJJBWF;
>To warn the wrestlers of the order of their appearance on the
carpet;
>To inform the Chief Secretary of the received refusals of the
participants.
2.8. The Judge - informer announces the
program and the order of holding the competitions, informs
spectators of the course and the results of a fight, about
composition of the next pairs and gives sports characteristics to
the participants. The competitions being held simultaneously on two
carpets in different rooms are being served by two informers.
Note: All official information of the
competition is being disclosed only by authority of the Chief Judge
or his assistants.
The competitions should be commented in the official languages
approved by the AJJBWF. i.e. English.
2.9. The Physician of the competitions is a
part of a Refereeing Assembly exercising his rights as the assistant
of the Chief Judge on medicine and takes part in its work.
>Participates in accreditation of the delegations and checks
presence of insurance certificates;
>Assists in weigh-in the participants by carriying out external
examination;
>Carries out medical treatment in case of traumas and diseases;
>Keeps up observance of sanitary-and-hygienic requirements at the
place of holding the competitions.
Note: If the competitions are being held on
two and more mats, each mat should have a physician and a nurse.
3. The Judges of the International category
which have been recommended by the Refereeing Commission of the
AJJBWF are included in the Refereeing Assembly which attends to the
fights of the participants.
The fight is being supervised by the team of Judges, which comprises
the Judge and the side Judge and the Head of the mat under
supervision of the Refereeing Commission of the AJJBWF.
Note: If the fights on the mat last for
more than 3 hours, each mat should be served minimum by three Judge
teams.
4. The official uniform: a black suit with
an emblem corresponding to a judicial category, a white shirt with a
dark tie and black socks.
Note: If the competitions are being held
under conditions of increased temperature, the uniform consists of a
white shirt with a short sleeve, a dark tie, black trousers and
black socks.
M. Location and Functions of the
Judge
1. The Judge usually is located within the limits of a working area.
He conducts the fight, estimates the actions of the wrestlers,
supervises Judgeing. He should take care so that his decisions were
correctly fixed on a information panel.
2. Before the beginning of a fight the Judge should be convinced
that a court for competitions and the equipment have been put in
order, and the officials have occupied their seats and are ready for
carrying out competitions.
Before the beginning of the competitions the Judges and side Judges
should be familiarized with a sound of a gong or other signal
designating the termination of the time of a fight on the mat.
3. Declaring their opinion and making a corresponding gesture, the
Judge should see at least the Side Judge or the Head of a mat in
case of immediate reaction to other opinions. At the same time he
should not lose the sight of the participants.
N. Location and Functions of the
Side Judge and the Head of the mat
1. The Side Judges are located outside the working area (1 - 1,5 m
from the edge of the working area), at the opposite side from the
Head of the mat.
2. The Side Judge and the Head of the mat help to the Judge in
Judging the fight. Each of the Judges should express his opinion if
it differs from the opinion of the Judge during announcement of the
Qualification of the technical actions or punishments by means of
corresponding official gestures .
3. If the Judge assesses technical action or punishment to be higher
than such Qualifications of the Side Judge and the Head of the mat,
he should change the Qualification to the maximum given by two
Judges. If the Judge assesses technical action or punishment to be
lower than such Qualifications of the Side Judge and the Head of the
mat, he should change the Qualification to the lowest given by two
Judges.
4. If estimations of the Side Judge or the Head of the mat are
different from those given by the Judge the Judge has the right not
to change his Qualification.
5. If the opinions of the Side Judge and the Head of the mat differ
from the opinion of the Judge, and he does not notice their signals,
the Side Judge should stand up and continue to show his opinion by
gesture.
6. If after noticeable time (several seconds) the Judge does not
notice that the Side Judge has stood up, the Side Judge should
approach to him and pay his attention to the opinion of the
majority.
7. Any meeting of the Judge and the Judges is possible and necessary
only in the event if one of them notices the things that do not see
other two Judges and that can change the decision. However, the one
who expresses his opinion should be sure in its correctness to avoid
unnecessary discussion.
8. The Judges should take care that the Qualifications being
registered on the information pane correspond to the Qualifications
given by the Judge. If the Side Judge or the Head of the mat notice
a mistake on the panel, they should pay the attention of the Judge
to such mistake.
9. If in exclusive cases the Judge allows to the participant to
leave the court for competitions for a while, the Side Judge should
necessarily accompany the participant.
Note: If the sex of the participant who should replace any part of
the suit outside a court for competitions does not coincide with the
sex of the Side Judge, the participant should be accompanied by the
Judge of the corresponding sex who has been officially appointed by
the Chief Judge of the competitions.
Note: The Head of the mat, the Side Judge
and the Judge can leave a court of the competition during a break or
a long pause in the program.
RULES OF JUDGING
O.
Effective Area
1. The fight is being carried out within the limits of a working
area. Any action being taken during the moment when one or both
participants are outside a working area, is not being estimated. As
the dangerous (red) area is a part of a working area, the sportsman
whose feet touches a dangerous zone should be considered as being
located in a working area.
2. If in the course of the sprint by flexure any part of a body of
the offensive participant touches the working area, such sprint is
not being estimated.
If in the course of the sprint by flexure any part of a body of the
offensive participant is outside the working area, such position is
considered to be “the withdrawal in a fight”, and such sprint is not
being estimated, and “withdrawal in a fight” is not being punished
(“risk is not being punished”).
Note: In this case the competitor does not receive the technical
point for appearance outside the mat of the offensive sportsman.
4. At all other sprints when the wrestler throws his competitor
outside the limits of a working area, and he himself stays in it for
a long time enough that the result of a technical action will be
obvious, this action should be taken into consideration.
5. If the offensive wrestlers while carrying out a sprint loses
contact with a working area and falls down beyond the bounds of the
working area, the sprint can be estimated provided that the
sportsman being attacked touches the mat ahead of the offensive
wrestler. In any other case the spring should not be taken into
consideration .
6. While carrying out a hook from within or cutting-down under the
heel, if the leg of the offensive wrestler leaves a working area and
moves above a safety zone, these actions are being estimated
provided that the offensive wrestler does not transfer his weight to
the foot outside of the working area.
7. After the beginning of a fight the participants can not loosen a
hold and leave the place of competition without permission of the
Judge. The permission to leave the place of competition can be given
in exclusive cases (for example, in case of necessary to replace a
suit).
P. Time-limit of a Fight
1. For the Asian Championships the duration
of one fight amounts to:
>For men - 5 minutes of net time,
>For women - 4 minutes of net time.
For competitions of other level (the International Tournaments, the
National Championships) the duration of fights is being regulated by
the Regulations on Holding Competitions.
The break between the fights for the wrestlers of both sex and age
should be at least 5 minutes.
Note: The Judge should know the duration of
a fight before he will appear on the mat.
2. The breaks between the signals of the
Judge « Temporary Stop » and “Continue” are not included into
duration of the time of a fight.
3. The signal of termination of the time of a fight is being given
for the Judge by means of a gong or other similar sound signal.
While holding the competition on several mats simultaneously it is
necessary that sound signals on these mats were different.
Note: The signal about termination of a
fight should be loud enough to override the noise of spectators.
4. Any technical action which started
simultaneously with a signal about termination of a fight should be
appreciated. Any technical action which took place after the signal
about termination of the time of a fight should not be estimated,
even if the Judge has not managed to give a signal about termination
of a fight.
Q. Beginning of a Fight
1.
The Judge and the Side Judge should occupy
a starting position before the participants will appear on the mat.
Before the beginning of competitions on a mat the Judge and the Side
Judge stand together at the edge of the court for competitions, bow
together and then take their seats. In the moment of leaving the
court for competitions the Judges again gather at the edge of the
mat and make a common bow. This order is being observed for each
change of a official team.
2. Before the beginning of a fight the Judge should be in the center
of a working area at a distance of two meters from the conventional
line connecting the participants in a starting position, face being
turned to the table where the members of the Refereeing Commission
take seats.
3. The participants come to the edge of a court for competitions and
by gesture of the Judge « On Readiness for a Fight » (reference)
make a bow.
Note: The participants and Judges should carry out all bows in
stand, bending in the area of waists forward at angle of 30 °,
having pressed a palm of the right hand to the left side of a chest.
If the participants do not make a bow, the Judge should demand from
them to make it.
4. By gesture of the Judge « Invitation of Wrestlers» (reference)
they approach to the designated places (dark blue and green lines).
5. By the signal of the Judge “Contact” (reference) the participants
should approach to each other and, having exchanged hand shake, take
the position « Breast to Breast » (right foot ahead) and to carry
out a hold of a belt. Before the signal of the Judge about the
beginning of a fight while making choice of a hold the participants
are not permitted to move a skid foot or to kneel.
6. Before giving a signal about the beginning of a fight the Judge
should be convinced in correctness of holdes of both participants.
7. The fight always begins in position of mutual hold by belt by
whistle of the Judge. Only the members of the Refereeing Commission
can interrupt the fight.
Signal « Stop of a Fight »
1. The Judge stops a fight and allows to
the wrestlers to loosen a hold using a signal of a whistle « Stop of
a Fight », in the following cases:
1) One or both wrestlers after carrying out technical action appear
in lieing position*
2) One or both wrestlers walk outside the limits of the working area
(reference),
3) One or both wrestlers execute forbidden actions (reference),
4) One or both wrestlers receive traumas or fall ill,
5) It is necessary to put in order the uniforms of one or both
wrestlers,
6) In any other case when the Judge will consider it to be
necessary,
7) If the Judge and the Side Judges want to consult with each other,
8) If the members of the Refereeing Commission wish to consult a
team of Judges.
* The Lying position means when the wrestler touches the mat with a
hip or a body.
2. The Judge can announce «Stop of a Fight » if the participant is
injured or unhealthy, and can ask the accredited physician to appear
on the carpet and quickly examine the participant.
3. The Judge can announce « Stop of a Fight » if the injured
participant informs the Judge that he needs the medical examination
which should be executed as soon as possible.
Note: (To discuss a signal with which the sportsman can attract the
attention of the Judge).
4. The Judge can announce «Stop of a Fight » if the Refereeing
Commission by request of the accredited phycisian of the team allows
to the latter to examine quickly the injured participant.
5. Giving a command « Stop of a Fight » the Judge should see the
participants in case if they do not hear a command and continue a
fight.
6. After a command of the Judge « Stop of a Fight » the participants
should loosen a hold, take initial positions and, if it is offered,
put the uniform in order. The participant can take other positions
only after receiving a medical aid.
Note: The injured sportsman exposes before himself a direct hand
with a palm open towards the Judge.
R. Termination of a Fight
1. The Judge gives a signal « Termination of a Fight » and closes
the fight:
1) If one participant receives the Qualification ” Pure Victory ” or
the first takes a score equal to a difference in 6 points,
2) In case of absence of the sportsman or refusal from a fight,
3) In case of disqualification,
4) If one of the participants can not continue a fight because of a
trauma,
5) If the time of a fight is over.
Note: After a signal « Termination of a
Fight » the Judge should hold the wrestlers within fielsd of view
for the case if they do not hear a command and continue a fight.
2. After a signal of the Judge «
Termination of a Fight » the participants should come back to the
initial positions designated by dark blue and green lines. If
necessary the Judge should demand from the participants to put their
uniforms in order before he announces the result.
3. After the announcement of the result of the fight by the Judge
the participants should shake hands with each other and leave the
mat.
S. Result and Qualification of a Fight
1. The result of a fight can be a victory
or defeat of one of the wrestlers.
2. The victory can be: pure (equivalent pure), by a score, as a
result of disqualification of the opponent.
3. The participant who has received an Qualification « Pure Victory
» (or equivalent to it) is announced to be the winner. In other
cases the winner is being defined on the basis of greater amount of
received points.
Note: The situation when one of the
wrestlers wins 6 points is considered to be the victory equivalent
to pure victory.
4. In case of equality of Qualifications or
lack of Qualifications upon expiry of the time of a fight the Judge
continues the fight up to the first Qualification but not for more
than the stipulated time of a fight. If the winner is not determined
also in an additional fight, the sportsmen are proposed a fight in a
short hold up to the first Qualification.
5. The result of the fight announced by the Judge can not be
cancelled or changed after the judges have left the mat.
6. If the Judge wrongly specifies the winner, the Judges of the team
should demand that he changes this decision before they leave a
court for competitions.
7. If the erroneous decision in definition of the winner is not
being changed, on demand of the representative (coach ) of the team
the Refereeing Commission can accept the protest and suggest to the
Judge and Judges to take the final decision on the result of video
viewing of a fight.
8. All decisions accepted by the Head of the mat, the Judge and the
Side Judge according to the rule “ the majority of three ”, are
final and can not be changed.
T. Estimation of Technical Actions
1. An estimation «Pre-term Victory »
1) The Judge announces ” Pre-term Victory ” if, in his opinion, the
executed technical action corresponds to the following criteria: one
of the participants, carrying out control with two hands for a belt,
and not touching « the third point of his body » * throws the
opponent on the larger part of a back.
2) If one of the wrestlers receives the third punishment or is
disqualified for rough infringement of the rules, his opponent gains
«Pre-term Victory ».
Note: If both wrestlers fall down on the
mat as a result of simultaneous attack, and the three of Judges can
not define whose technics was prevailing, this action is not subject
to Qualification.
If the wrestler being attacked falls down
in position of a “bridge” (back of the head and two feet), wishing
to avoid one of the criteria of Qualification ” the Pre-term Victory
“, the Judge all the same should estimate this technical action,
equating such situation to falling on the most part of a back
2. Qualification « Anticipatory Victory by
a Score »
If one wrestler in the course of a fight takes the sum of 6 points ,
the Judge awards to him « the Pre-term Victory by a Score ».
3. Qualification « Two Points »
1) The Judge announces the Qualification « Two Points » ” if, in his
opinion, the executed technical action meets the following criteria:
а) One of the participants while carrying out control with two hands
for a belt, throws the opponent on buttocks, abdomen, flank or a
hip.
б) One of the participants, while carrying out control with two
hands for a belt, throws the opponent to the larger part of a back
touching « the third point of his body » *.
U. Forbidden Actions and Punishments
1. All infringements are appreciated by
criterion of their gravity and are divided for insignificant and
serious.
2. For insignificant infringement the punishment “Reproof” is being
announced to the sportsman, and one point is awarded to his
contender. For gross infringement the punishment “Disqualification”
is being announced to the sportsman, and his contender gains a
pre-term victory.
3. The Judge should explain by means of a simple gesture the reason
of any punishment announced by him (reference).
4. Punishment can be announced also after a command « Termination of
a Fight » for the infringement which has been accomplished in the
course of a fight or, in exclusive cases, for gross infringements
accomplished after a signal about termination of a fight before
announcement of the result.
5. The following actions apply to insignificant infringements:
Deliberately to prevent to the opponent to take hold (”Passive”).
To try to take hold for a belt by kneeling (”Knees”).
To take an exclusively defense stand for more than 10 seconds
(”Passive”, “Bhold”).
Failure to conduct a fight, i.e. lack of offensive actions within
25 seconds (”Passive”).
Note: The terms designating the
corresponding gestures of the Judge are specified in brackets. The
wrestler or both wrestlers who have received the third reproof are
disqualified from the fight.
6. Actions which apply to gross
infringements:
To try to throw the contender by twisting his leg.
not to obey the instructions of the Judge.
To make unnecessary shouts, remarks or gestures in the course of a
fight or upon its termination which are abusive for the opponent or
Judges.
To have (to carry) firm or metal subjects (obviously or secretly).
All displays of unsportsmanlike behavior.
7. “Disqualification” also is being awarded
to the sportsman who, having two punishments “Reproof”, has
committed an infringement of any gravity.
8. Before to announce “Disqualification”, the Judge should consult
with the Judges and to make a decision on the grounds of the rule ”
the majority of three “.
9. When both participants break the rules simultaneously, each of
them should be punished according to a degree of infringement. If
both participants had two awards “Reproof” and each of them should
be again punished, both of them are being awarded
“Disqualification”.
Note: In this case of the Judges can pass
the final decision on the grounds of § 26 (the Situations which have
not been Stipulated by the Present Rules).
10. Judges and Judges have the right to
punish any competitor based on the situation and being guided by the
purposes and the supreme interests of sports.
V. Non-attendance and Renunciation
of a Fight
1. «The Pre-term Victory» as a result of non-attendance of the
contender is being awarded to the participant whose opponent did not
appear for a fight.
2. The participant who did not appear at the court for competitions
after three calls with an interval of 1 minute loses the right for a
fight.
3. Before to announce “The Pre-term Victory» as a result of absence
of the opponent, the Judge should receive consent of the Refereeing
Commission for this.
4. «The Pre-term Victory» as a result of refusal of the opponent
from a fight is being awarded to the participant whose opponent
refuses from the fight for any reason.
W. Medical Aid
1. The decision on the result of a fight
which one of the sportsmen is unable to continue because of the
trauma received in the course of a fight (illness or accident)
should be awarded by the Judge after consultation with the Judges as
per the following points:
• If the trauma takes place because of the fault of the injured
participant, the victory is being awarded to the contender.
• If the trauma takes place because of the fault of the contender,
the victory is being awarded to the injured participant.
• If the participant falls ill in the course of a fight and is not
capable to continue a fight, he loses the fight.
• If both participants are injured and it is impossible to define
the guilty participant, the participant who can continue a fight
wins.
2. Treatment of the injured sportsman on
the mat in the course of a fight is not permitted. Only examination
by the accredited physician for taking medical report of the state
of health of the sportsman and his ability to continue a fight is
possible.
Exceptions:
а) In a case of a nosebleed, the physician has the right to stop
bleeding by means of a dry wadded tampon, but not more than 2 times
in the course of one fight.
b) In case of dissection application of a wound textile is
permitted, but not more than 2 times in the course of one fight.
c) It is possible to render medical aid at injuries in groin.
3. The Judge should take care so that
quantity of stops of a fight for medical examination of each of the
participants be registered. The Judge who register the estimations
should mark on a panel each medical examination fixed by the Judge.
4. If the accredited physician of a team
after examination of the injured participant notifies the Judges
that the sportsman can not continue a fight, after consultation with
the Judges, the Judge interrupt the fight and announces the result
according to item 1.
5. If the trauma of the participant has
serious character and demands treatment the Judge terminates the
fight and after consultation with the Judges announces the result of
a fight according to item 1.
6. If in the course of a fight the
participant loses contact lenses and can not put them on a place
immediately he should inform the Judge that he can not continue a
fight without them. In this case the Judge should award « The
Pre-term Victory » after consultation with the rerferees to the
opponent as a result of refusal of this participant from a fight.
7. If after a trauma of one or both participants the Judge and the
Judges consider that the fight should not proceed, the Judge should
call the accredited physician on the mat for examination and, on the
grounds of his diagnostic decision to take the decision on
continuation of a fight or to announce the result of a fight
according to item 1.
Note: Only one physician for each
participant is usually admitted on a mat. If the physician needs the
help of the assistant he informs the Judge of it.
8. If the accredited physician of a team
notices serious health hazard for his sportsman, he has the right to
approach to edge of the mat and to ask the Judges to stop the fight
immediately. The Judges should take all necessary measures to help
the physician. Such intervention will mean loss of a fight,
therefore such decision should be taken only in exclusive cases.
9. In the Championships of the AJJBWF the
official physician of a team should have medical education and be
accredited. In the course of competitions the physician of a team
takes a specially allocated for him seat. The National Federations
bear responsibility for the actions of the accredited physician of
their teams. Physicians should be informed of amendments and
interpretations of the rules.
The meeting being held by the Director of the Refereeing Commission
of the AJJBWF before the beginning of each Championship should be
organized also for the physicians of the teams.
X. Protests
Protests are not being registered in the competitions on belt
wrestling; the decision of the Judges conducting a fight is
considered to be final.
Note: In exclusive cases if the result of a
fight is obvious, but the team of Judges conducting a fight has
defined the winner incorrectly, the Refereeing Commission has the
right to suggest to the team of Judges to see a video recording of a
fight and to take the final decision.
Y. Situations which have not been
stipulated by the Present Rules
If the situations which have not been stipulated by the present
rules take place, the decision is being taken by the three of Judges
after consultation with the representatives of a Refereeing
Commission of the AJJBWF.
EQUIPMENT AND INVENTORY
Z. An Arena for Competitions
1. An area for competitions – a plane
horizontal surface on which the special mat of maximal sizes of 13 x
13 m is being placed. It represents floor-mats of polymeric
materials, covered with a lid with marking the zones of a fight. The
mats are being stacked without gaps and should have necessary
elasticity for ensuring safety of the sportsmen in the course of a
fight. The lid should not be slippery and rough.
2. The working area and a safety area are marked on the mat. The
working area represents a circle with diameter from 6 to 9 m and is
being placed in the center of a arena for competitions. The strip
dividing these two areas is called a dangerous area and is a part of
a working area. The dangerous area has a contrast colour, its width
is approximately equal to 1m. The area behind a dangerous area is
called a safety area, its width should be at least 1,5 m.
3. Dark blue and green tapes with a size of approximately 50 × 10 sm
serve for designation of the places where the participants should
begin and terminate the fight. The tapes are being pasted in
parallel to the side lines of a court for competitions in the
central part of a working area at a distance of 4 m from each other.
The dark blue tape should be to the right of the Judge, green - at
the left.
4. If two or more carpets are places on a court for competitions ,
the width of the general safety area between them should be at least
3 m.
5. Around the arena for competitions there should be a free zone of
at least 2 m. Seats for spectators should be equipped not less than
in three meters from a court for competitions.
A1. Equipment
1. An information panel
For each working area two information
panels of the size approximately 2 ×1 m should be given. They are
located outside a working area so that they were easily seen by the
Judges, the members of the Refereeing Commission, the spectators and
the officials. One hand indicator panel should always be in reserve.
2. Stop-watch
For control of the time of a fight it is necessary to have two
stop-watch, one of which in reserve. In case of application of an
electronic indicator panel with the timer the hand (table)
stop-watch should be used for control. Stop-watch should be
convenient in operation, it is necessary to check their accuracy
before the beginning and in the course of the competitions.
Note: It is desirable to apply a watchdog stop-watch and a hand
indicator panel together with the electronic equipment in case of
failure of an electronic system.
3. Signal of Termination of the Time of a Fight
For notice of the Judge of termination of
the time of a fight the gong or other similar sound signal should be
used. At simultaneous carrying out competitions on two and more mats
sound signals of termination of a fight should differ.
4. A Red Flag of Time Control
It is used in case of failure of the
electronic indicator panel.
5.Chairs of Side Judges
The light chair should be located in a safety area in the place
opposite from the Head of a carpet, but so that the field of view of
the information panel is being made difficult to the Judge, the
Refereeing Commission and the Secretary.
APPENDIX
Gestures and Signals of the Judge
1. « The Pre-term Victory » - to lift a hand highly above the head
with a palm forward.
2. « Two Points » - to lift a hand compressed in a fist aside -
upwards, at an angle of at least 90 degrees. A thumb and forefinger
of the lifted hand are straightened.
3. To stop, not to loosen a hold - to touch both wrestlers with
palms.
4. To continue a fight – to touch both wrestlers with slight push
with palms.
6. CANCELLATION of the ERRONEOUS QUALIFICATION – to show erroneous
gesture with one hand, and to wave two-three times to the left and
to the right with other hand,having lifted it above the head.
7. MEDICAL AID – to show to the participant with both hands, palms
upwards.
8. ANNOUNCEMENT OF PUNISHMENT “REPROOF”
>To touch the wrestler (or both) who receives a punichment with
palm (palms) and to lift a hand compressed in a fist, aside -
upwards, at an angle of at least 90 degrees with the extended thumb
or with a thumb and a forefinger of a hand depending on the sequence
of punishment..
7. Grip is not being estimated – to execute
several times cross movements with the hands down, palms turned
towards yourself.
8.« About Radiness of the Wrestlers » - to
stretch arm, palm outwards, in direction of a wrestler.
9. « Invitation of the Wrestlers» - to
stretch a hand, palm outwards, in direction of a wrestler, to invite
the wrestlers to the carpet by movement of the arm from the wrestler
aside to the place of the beginning of a fight (the line of dark
blue or green color).
10. “Contact” - to move hands apart in
direction of the wrestlers at chest level with palms outwards, then
to bend in elbows and to cross “in hold”.
11. For a signal « TO BEGIN THE FIGHT », «
SHORT-TERM STOP OF THE FIGHT » and
« TO CONTINUE THE FIGHT » the signal of a whistle is being applied –
an acute short.
12. For a signal « TERMINATION OF THE FIGHT
» a signal of a whistle is being applied – an acute long-term
signal.
13. PUNISHMENT « DELIBERATE INFRINGEMENT OF
A HOLD » - to take the position “Contact”, Art. 8.14, to release a
hold and with a finger of one hand to show in direction of the
wrestler who has loosen a hold.
Note:
If it is not perfectly clear who executed an action, the Judge can
point in direction of a dark blue or green marks (the initial
position of the sportsman who has received an Qualification or
punichment) after official gesture.
To show correctly the gestures « Two Points » or “Net Sprint» it is
necessary to start movement of a hand from a chest.
In the course of execution of gestures ” Two Points”, the Judge
should take such position that the qualification will be clearly
visible to the side Judges. However in this case both participants
should be in his field of vision.
In case of the announcement of punishment to both participants the
Judge announces in turn (to lift a hand compressed in a fist, aside
- upwards, at an angle of 45 degrees, in direction of the punishable
participant).
In case of erroneous gesture it is necessary to make as soon as
possible the gesture of cancellation of the decision, and then to
show a correct qualification.
All gestures should be shown from 3 seconds to 5 seconds.
During announcement of the winner the Referee invites the wrestlers
to the center of the matt, stands between the wrestlers, takes both
wrestlers by wrists, in position of the hands down, and lifts the
hand of the winner.
A2. GESTURES OF THE SIDE JUDGE
1. To show that the participant is within
the limits of the ” working area”, the Side Judge should lift the
hand upwards and lower it to shoulder level with the thumb upwards
along the border of the working area and in this position to hold it
for some time.
2. To show that one of the participants is outside a working area,
the Side Judge should lift a hand on shoulder level with a thumb
upwards and wave from right to the left or vice versa for some time.
3. To show that Qualification /punishment or the opinion announced
by the Referee according to the article, in his opinion, is not
correct, the Side Judge should lift the hand above the head and wave
it from left to the right for two - three times.
To show his opinion, the Side Judge should use the gestures of the
article.
